　　我军一支农村土改工作队在年轻指挥员萧祥队长的领导下，来到了东北某解放区元茂屯。恶霸地主韩老六仍是屯内政治、经济上的实际统治者。萧队长带领工作队一方面揭露地主的阴谋，打击地主的拉拢和收买；另一方面，深入发动群众，与恶霸地主韩老六展开斗争。韩老六在无计可施时，勾结国民党武装残余袭击工作队。萧队长率领农民自卫队，并且与一枝花、韩晓携手消灭了国民党武装残余，亲手击毙韩老六，赵玉林却在追捕韩老七的战斗中不幸牺牲。在工作队的领导下，发动和组织起来的农民群众，像一场迅猛异常的暴风骤雨，完成了土地改革的任务。
